You aren’t nearly mad enough.
That’s the message from Wall Street Apes in a viral post above that lays bare the obscene reality of Los Angeles “homeless” nonprofits. Carol Adelkoff, CEO of 1736 Family Crisis Center, hauled in $907,923 in 2023 (including a massive $495,000 bonus) and another $742,181 in 2024 — roughly $1.65 million in two years. She lives year-round in a 3,700-square-foot home on the Big Island of Hawaii while her taxpayer-funded operation (94% government grants, about $15 million annually) is supposedly fixing Southern California’s streets.
Her base pay had long hovered around $405,000. The explosion came from cashing out decades of unused vacation. The next-highest employee at the outfit made about $206,000. Meanwhile, other LA homeless nonprofit bosses pull down $481,000 (Kevin Murray, Weingart Center), $424,000 (Eli Veitzer, Jewish Family Service of Los Angeles), and $379,000 (Jennifer Hark Dietz, PATH). These numbers would buy a dozen carpenters building actual homes, multiple ER doctors, or several teachers — people who produce results instead of managing failure.
This is not compassion. This is the Homeless Industrial Complex — a Democrat-aligned machine of NGOs, bureaucrats, and activists that thrives on permanent crisis. The more people stay on the street, the more grants, contracts, and executive paychecks flow. Outcomes never improve in any lasting way under their model. They get worse. That’s the business model.
Billions Spent, Results Collapse
HUD’s own Point-in-Time counts tell the story. Homelessness stayed relatively stable for years in the mid-to-late 2010s around the 550,000 range. Then came the full embrace of “Housing First,” sanctuary policies, soft-on-crime prosecutors, open borders, and the refusal to enforce basic public order. The numbers exploded:
- 2020: ~580,000
- 2023: 653,000
- 2024: 771,480 — the highest ever recorded
- 2025: 745,652 (a modest 3% drop after the Trump administration began cleaning house)
From 2013 (the start of the Housing First era) to 2025, overall homelessness rose 27%, unsheltered rose 36%, and chronic homelessness jumped 81%. Taxpayer-funded beds increased 151% and Continuum of Care spending rose 111%. Money poured in. The streets got worse.
New York City’s Department of Investigation found the same pattern among shelter providers: executives earning $700,000–$1 million, nepotism, self-dealing through family-owned subcontractors, and double-dipping. One CEO cleared over $1 million. Another network pulled in nearly a billion in city contracts while its president took home $935,000.
In San Francisco, top homeless-service nonprofit executives average $300,000 and push toward $680,000 — more than double the city’s median household income.
Capital Research Center and Discovery Institute investigations documented how these networks take billions in taxpayer and foundation money and turn around and lobby against the policies that would actually reduce street homelessness — camping bans, enforcement, treatment requirements. Over 700 nonprofits with $2.9 billion in government grants filed briefs defending permanent encampments. Their concern was not the human beings dying on sidewalks. It was protecting the revenue stream.
Failure Is the Product
The pattern is consistent across blue cities: Los Angeles, New York, San Francisco. Massive contracts to preferred nonprofits. Lavish executive compensation. Family members on the payroll. Side businesses that bill the nonprofit. Political activism funded by the same grants meant for the vulnerable. And when the numbers of homeless people rise, the organizations demand more money.
Under President Trump and HUD Secretary Scott Turner, the federal government has started yanking funding from the worst actors, including the Los Angeles Homeless Services Authority amid fraud probes, conflicts of interest, and failure to spend hundreds of millions while people slept outside. That is accountability the Democrat machines never delivered.
These NGOs do not exist primarily to end homelessness. They exist to manage it — forever — while a connected class of executives, board members, and activists extract salaries that would make private-sector managers blush. The human cost is measured in fentanyl deaths, tent cities, open drug markets, and the destruction of once-great American cities. The financial cost is measured in your tax dollars.
Carol Adelkoff living large in Hawaii while LA’s streets remain a national embarrassment is not an outlier. It is the system working exactly as designed under decades of Democrat governance. America First means results, not permanent subsidized failure. The Homeless Industrial Complex needs to be dismantled, not funded. The Democrat Party must be defeated nationwide, or these scams will only grow as they have for many years now, robbing all taxpayers.
