INFO: NYC runs its own massive surveillance system called the Domain Awareness System (DAS). It was built in partnership with Microsoft and is overseen by the NYPD’s Counterterrorism Bureau. Key components include:
- Thousands of CCTV cameras — estimates range from roughly 9,000 to 18,000+ (including privately owned cameras linked into the system). Some advocacy groups claim the total number of feeds is even higher when everything is counted.
- Automated License Plate Readers (ALPRs) — primarily made by Leonardo Elsag (sometimes associated with the Argus name in older reporting). The NYPD operates around 500 fixed and mobile units. These read plates, store the data (often for years), and feed it into DAS.
- Integration with 911 calls, ShotSpotter, radiation sensors, detective reports, and other databases.
DAS lets officers search license plate history, pull nearby camera feeds, and cross-reference other records in real time. License plate data is retained far longer than Flock’s recent 7-day policy in many cases.

Yet look at Manhattan’s Upper West Side — one of the wealthiest stretches in the country, with median household incomes north of $147,000 and average home values over $1.3 million. Zero Flock cameras.
The rest of the country? Blanketed.
Flock Safety now claims more than 120,000 cameras across 49 states. Independent mapping puts the total ALPR devices even higher. These systems scan roughly 20 billion vehicle plates every single month. That’s not crime-fighting. That’s continuous location tracking of the American people.
The company started small. A few years ago the numbers were in the low thousands. Then the explosion hit. By 2024 they were already in thousands of cities. By 2025 the network had ballooned. Now in 2026 it sits at industrial scale. Local police departments, HOAs, and private businesses all feed into the same searchable national pool. Data gets shared across jurisdictions with shocking ease. Officers have been caught using it to stalk exes. Federal agencies have accessed local feeds. Some cities finally woke up and canceled contracts — dozens of them — after discovering the real scope of the data sharing. Many more keep signing on.
This is the infrastructure of a surveillance state. It does not require a warrant to log your daily routes. It does not need probable cause to know which church you attend, which gun store you visit, or which political rally you drove past. The technology is already mature. The database already exists. All that remains is the political will to turn the dial from “public safety tool” to “social control grid.”
And who sits outside the densest parts of that grid? The people with the money and the influence to keep the cameras away — or to buy private systems that answer only to them.
New York City itself has no Flock contract at all. The NYPD runs its own massive Domain Awareness System — thousands of cameras, license plate readers, and data feeds that cover the entire city, including the Upper West Side. So the blank spot on the Flock map is citywide, not a special carve-out for one neighborhood. That detail matters. But the larger pattern still holds.
In most of America the Flock network is the primary tool being rapidly expanded into ordinary suburbs, small towns, and working-class corridors. Meanwhile the ultra-wealthy live behind gates, private security, and systems they control. HOAs in affluent areas sometimes buy their own cameras and decide who sees the feed. The political class in deep-blue cities builds parallel surveillance empires under different brand names. Regular citizens get the standardized dictatorship package with little say and even less transparency.
This is classic two-tier America. The same political and cultural elites who spent years lecturing the rest of us about “equity” and “systemic” this or that somehow never seem to apply the same intensity of monitoring to their own zip codes. When the cameras go up in flyover country and the suburbs that vote the “wrong” way, the conversation is about safety. When the same technology approaches the power centers, the conversation suddenly shifts to privacy and civil liberties.
Flock’s own recent scramble to cut data retention from 30 days to 7 and require more search justifications shows they feel the heat. Dozens of cities have already walked away. Privacy groups on both the left and the right are sounding alarms. Yet the network keeps growing because the incentives remain: local departments get a powerful tool, the company gets recurring revenue, and the average driver has almost no practical way to opt out.
George Orwell warned that the future would be a boot stamping on a human face forever. He did not specify that the boot would only stamp on certain neighborhoods while the powerful lived behind their own walls.
The Flock map makes the hierarchy visible. Cameras for thee. Privacy for me.
Americans who still value the Fourth Amendment and the basic right to move freely without constant government logging need to treat this infrastructure the same way they treat any other expansion of the administrative state: with maximum skepticism and local resistance. Demand warrants. Demand audit logs. Demand that cities terminate contracts that create national tracking grids without meaningful oversight. And notice who never seems to live under the densest part of the net.
1984 does not arrive all at once. It arrives camera by camera, neighborhood by neighborhood — until one day the only people left without one are the ones who always had the power to say no. Are you ready for revolution or what?
