James Woods dropped the screenshot and simply said “It’s time…” The image is the Daily Mail headline that still makes blood boil years later: a Moscow nanny who cut off a disabled little girl’s head, carried it through the streets while screaming “Allahu Akbar” and “I am a terrorist,” then told the world she was taking revenge for Putin’s Syria bombings—now declared “cured” by psychiatrists and looking at freedom after roughly five years in a psych ward.
That is not justice. That is a system that treats pure evil as a temporary medical condition.
Here are the facts of the case.
On February 29, 2016, in a Moscow apartment, Uzbek nanny Gulchekhra (Gyulchehra) Bobokulova waited until the parents left. She strangled 4-year-old Anastasia “Nastya” Meshcheryakova—a child with serious disabilities—then used a kitchen knife to sever the little girl’s head. She set the apartment on fire, put the head in a bag, and walked to Oktyabrskoye Pole metro station. There she held the severed head aloft, shouted “Allahu Akbar,” declared herself a terrorist, and threatened to blow everyone up. Video captured the moment the head fell and rolled on the ground as bystanders and police finally overpowered her.
Bobokulova later claimed she heard the voice of Allah ordering the killing and that she was retaliating for Russian airstrikes in Syria. Investigators and a court ultimately ruled she suffered from a “chronic psychiatric disorder” (schizophrenia had been noted in her past in Uzbekistan). She was declared not criminally responsible. No murder conviction. No prison sentence. Compulsory psychiatric treatment instead.
In 2021, Russian reports and Western coverage (led by the Daily Mail) stated that doctors had “cured” her of the disorder that supposedly caused the atrocity. They were “confident” she was now harmless. The implication was clear: after about five years, the woman who beheaded a child and waved the head while screaming jihad slogans could walk free.
That is how this happens.
Western and Russian soft systems have spent decades expanding the insanity defense and “treatment not punishment” philosophy for even the most grotesque, premeditated, ideologically charged violence. When the killer shouts religious war cries, claims terrorist motivation, and performs a public spectacle of beheading a child, the system still prefers to medicalize it. Schizophrenia becomes the master narrative. The political and religious language is downplayed. The deliberate planning—waiting for the parents to leave, strangling, cutting, arson, public display—is folded into “voices told me to.” Society is told the real solution is medication and monitoring, not permanent incapacitation.

The result is predictable outrage every time the story resurfaces. Parents of murdered children, ordinary people, and anyone with a functioning moral compass look at a “cured” declaration after five years and see a future where this woman is free to live among other people’s children. The 2021 reports triggered exactly that reaction. The same reports are circulating again in 2026, and the same justified fury follows.
As of the most recent court decisions in 2026, Bobokulova has not been released. She remains under indefinite compulsory treatment in a high-security psychiatric hospital in Kazan. Russian courts have rejected both release and extradition to Uzbekistan, precisely because there is no confidence she would stay confined if returned home.
That fact does not erase the core problem. The system still operates on the premise that a person capable of this level of calculated, ritualistic horror can be “cured” and returned to society after a few years of hospital time. It still treats the ideological and religious dimensions as secondary to the psychiatric diagnosis. It still leaves open the door that doctors and judges can one day decide the danger has passed.
This is not an isolated Russian failure. Soft-on-crime philosophies, expansive mental-health defenses, and reluctance to call ideological violence by its name appear across Western systems too. When the most extreme acts are framed primarily as illness rather than evil that must be permanently contained, the public is left unprotected and the victims’ families are left with the knowledge that the person who destroyed their child may one day be free.
Nastya Meshcheryakova was four years old. She could not defend herself. Her killer walked the streets with her head and announced herself a terrorist. The system answered with a psychiatric ward and the possibility of a medical clean bill of health.
That is how this can happen. And that is why the outrage is not going away.
