- Immediate passport surrender or travel-document flags for every person under NGRI commitment or serious violent charges once confined. The State Department and TSA already maintain watch lists; use them.
- Mandatory ICE notification and detainer compliance the moment a non-citizen violent offender is considered for any privilege or release. Sanctuary policies that block this should face federal funding cuts and liability.
- Criminal accountability for the releasers. When an official or clinical team grants leave in direct conflict with a court order, or with reckless disregard for public safety, and the person then flees or reoffends, charge those decision-makers as accessories after the fact or under facilitation-of-escape statutes. Treat the knowing or reckless release the same way we treat someone who hands a known violent felon the keys and a plane ticket. Personal criminal exposure is the only reliable deterrent against bureaucratic indifference. Civil liability for the agency is secondary; individual prosecutors and facility directors must face the same system they currently game.
- Legislative clean-up: Require annual public reporting of all unescorted privileges granted to violent NGRI or forensic patients, plus every absconding or flight incident. Sunset soft-pass authority unless the legislature reauthorizes it with strict limits.

Virginia’s current statute allows the clinical override that produced this flight. Other states have similar loopholes. Closing them is not “cruel”; it is the minimum owed to victims’ families and every citizen who expects the system to keep dangerous people contained.
Democrats and the soft-on-crime bureaucracy will call this harsh. The alternative is more landlords stabbed, more weekend passes, and more one-way tickets to countries that will never extradite.
