The first American camp on the Moon will not look like a city. It will look like a work site on the rim of Shackleton, with landers, trucks, a rolling habitat, and Earth hung in a black sky. NASA locked that plan in March. SpaceX is betting it grows from there. Elon Musk’s dream of humanity spreading to other planets will soon begin. It is the dream of many Americans as well, and with Trump in the White House, it is full speed ahead.
NASA Administrator Jared Isaacman put it on the record October 1, in a sit-down with Frontlines TPUSA: (Video is above) Artemis 3 in summer 2027, Artemis 4 in 2028, and a base they mean to live on. The first Moon Base cargo shot is aimed at December 2026. From 2027 he wants landers and rovers almost every month, laying the foundation before the crews arrive. That interview is the jump-off. The architecture under it was set at NASA’s Ignition event on March 24, 2026, written to carry out President Trump’s National Space Policy.


Phase 1, now through 2029, is scouting. Commercial landers hit the Shackleton Connecting Ridge: Blue Origin’s Blue Moon Mark 1, Astrobotic’s Griffin, Intuitive Machines, Firefly. The May briefing called for about 25 launches and 21 landings, dropping roughly 4 metric tons. Moon Base 1 was the fall 2026 Blue Moon shot. Astrolab’s FLIP rover is already getting a NASA walk-through before it heads for the Cape.
Phase 2, 2029 to 2032, is the build. Power, comms, surface prep, mobility. Same briefing: 27 launches, 24 landings, about 60 tons. Fifteen times the Phase 1 haul. The first real habitat is not a building. It is Japan’s pressurized rover, two astronauts, up to 30 days out of the suit, able to roll the ridge instead of being nailed to one crater.
Phase 3, 2032 on, is when they stay. Linked modules with airlocks, a fission plant, ice pulled from the permanent dark for water, oxygen, and propellant. Isaacman has said the demand signal is crewed landings every six months, with at least two providers. Earlier May copy had the first boots in early 2028. The October interview pulled Artemis 3 into summer 2027. Treat the date as a target, not a promise. Starship and New Glenn have both eaten schedules.

The bill attached to the architecture is about $30 billion over a decade. Phase 1 alone was priced near $10 billion through 2028. SpaceX holds the roughly $4 billion Starship Human Landing System contract, the crew taxi from lunar orbit to the dirt. Blue Origin holds the second lander seat. Artemis as a whole had already run near $100 billion by the spring flyby. This, by the way, is doomed if the Democrats steal both houses of Congress in November. As these animals have pledged to stop A.I. development, arrest Elon Musk, impeach Trump and Vance, and begin a new dark age of Marxism in America. So we will assume Trump is able to stop this, and voter fraud before November 3rd…

What you would actually see on the ridge in the early 2030s:
A scatter of spent landers, used as depots. Two unpressurized trucks, Astrolab’s FLEX line and Lunar Outpost’s Pegasus, suits still on. The JAXA rover, white and closed, the only place to eat without a helmet. MoonFall hoppers, little propulsive drones that leap up to 50 kilometers across rims a wheeled rover cannot take. Radioisotope heaters in the cold traps first, then a fission plant once Phase 3 power comes online. Regolith pushed into berms against radiation. A dish pointed at Earth, which never sets from the south pole.
The south pole is the whole reason. Peaks on the connecting ridge get near-constant sun, so the arrays stay alive. Next door, Shackleton’s floor never sees light. NASA’s figure for that dark is −334°F. Sunlit ground on the same ridge can hit about 130°F. The crater is roughly twice the depth of the Grand Canyon, and the ice is down there.

SpaceX is drawing a different picture on top of the same dirt. On February 8, 2026, Elon Musk said the company had shifted priority from Mars to a self-growing city on the Moon, doable in under ten years, with an uncrewed lunar landing targeted for March 2027. Mars work starts in five to seven years, he said, because the Moon launches more often and the trip is shorter. He has also said the Moon has enough carbon and hydrogen, in ice and soil, for robots and AI to keep building. That line was still circulating on X this week, including from people who just sat with Moon Base program manager Carlos García-Galán.
NASA’s camp and Musk’s city are not the same project. NASA is buying a south-pole outpost measured in dozens of people, 60 tons of cargo, and a six-month crew rotation. SpaceX is talking about a settlement that builds itself. A Harvard-Smithsonian paper this fall, Elvis and McDowell, ran the water math: even with a generous ice estimate and ISS-grade recycling, a city of a million would drink the Moon dry in about a century. A city of 100,000 lasts far longer. The near-term base is sized for the first number, not the second.
Trump’s piece of this is the policy, not the hardware. Artemis started under his first-term space directive. The 2026 Moon Base rewrite, the push for a thousand launches a year, the Space Academy order, and Isaacman’s “the goal is to stay” line all sit on that brief. The trucks, the landers, and the reactor still have to fly. If they do, the colony you get first is a ridge camp with a rover for a house. The city comes later, if the ice and the cadence hold.
