HHS Secretary Robert F. Kennedy Jr. just did what the last crowd refused to do: he started the process of shutting down Network for Hope, the organ procurement outfit covering Kentucky and chunks of Indiana, Ohio, and West Virginia. Not for missing paperwork. For repeatedly treating living people like spare-parts warehouses.
Federal reviewers looked at 351 cases from 2021 to 2024 where donation was authorized but never completed. In 103 of them—nearly 30 percent—they found “concerning features.” Seventy-three patients showed neurological signs that should have stopped the process cold. Some of those potential “donors” may not have been dead when the procurement machinery started rolling.
Read that again. These people were still showing signs of life, and the organization kept pushing.
The poster child is Anthony Thomas “TJ” Hoover II. Overdose in 2021. Family told he wouldn’t make it. They agreed to donation. On the table, TJ opened his eyes, thrashed, cried, and grabbed at a doctor. Physicians with actual spines refused to continue because they believed he was still alive. TJ is alive today. He stood with Kennedy in Lexington this week. His survival is the only reason we know how close the system came to harvesting a man who was waking up.
That was not an isolated screw-up. Investigators found a pattern of poor neurological assessments, pressure on hospital staff, questionable consent practices, and a willingness to keep the process moving even when patients were improving. Warnings were issued. Corrective action plans were written. The organization promised to do better. It didn’t. A May 2026 CMS review found the same problems still festering.
Under the previous administration, the Organ Procurement and Transplantation Network committee closed the case that started the whole mess without real consequences. Everyone knew. No one pulled the plug. The money kept flowing.
Organ procurement organizations live on volume. More organs recovered means more revenue, more contracts, more institutional survival. When the incentives line up that way, “signs of life” become inconvenient data points instead of hard stops. Network for Hope’s own name starts to look like a bad joke. Hope for whom? The patients on the table, or the people cashing the checks?
Kennedy’s language was blunt: patients were placed on the donation pathway who never should have been there. The donation process continued despite clear evidence they were not appropriate donors. Clinical judgment, oversight, and basic patient safety failed repeatedly—and kept failing after the organization was given every chance to fix it. “We will not tolerate organizations that compromise patient safety or betray the trust of donors or their families.”
Network for Hope is appealing, of course. CEO Barry Massa says the group “strongly disagrees,” claims full compliance with national policies, and warns that more than 3,000 people waiting for transplants will be hurt. Standard damage-control script. The federal government is already preparing to hand the territory to another organization. Care for patients in the region will continue. The bad apple is being removed.

This is the second OPO the current administration has moved to decertify. The first was in South Florida last year. Before that, these federally designated monopolies had basically never faced real closure. The system was designed to protect itself. Kennedy is treating patient safety like it actually matters.
TJ Hoover lived because a couple of doctors refused to look the other way. Dozens of other patients were not so lucky in the process, even if the final cut never happened. The fact that it took this long, this many red flags, and a change in administration to force accountability tells you everything about how the machine was running.
Organ donation is supposed to be a gift of life. When the people managing it start treating living human beings as inventory, the whole enterprise becomes something else entirely. Kennedy just called it what it is and pulled the certification. About time.
