He cautions that rising borrowing costs and weakening demand from key foreign buyers may squeeze lower-income borrowers first.

Treasury’s daily statement put total public debt at $40.05 trillion on August 18, the first close above the mark. About $32.3 trillion of that is held by the public. The rest is money the government owes its own accounts. The previous trillion took five months. CBO, back in 2023, did not have the country at $40 trillion until fiscal 2028.
Interest is the part Dalio keeps pointing at. Net interest hit $1 trillion in the first 11 months of fiscal 2026, through August. That bill now sits behind only Social Security. It has passed defense. Fiscal 2025 was the first year debt service beat the Pentagon.
Revenue for those 11 months was $4.85 trillion. Spending was $6.81 trillion. The deficit was $1.97 trillion, and September often finishes in surplus on corporate-tax deadlines. CBO still has the full-year hole near $1.9 trillion, about 6 percent of GDP.

Dalio’s round numbers, the ones he walked through this week, are the annual version of the same ledger. About $5.5 trillion in. About $7.5 trillion out. A hole near $2 trillion. Roughly $1 trillion a year in interest on the debt held outside the government. Count the paper that has to be rolled over and he gets to about $11 trillion that has to clear the market.

He calls the end state an economic heart attack. The line from the August 21 post: “the equivalent of an economic heart attack that comes when the constriction of debt-financed spending shuts down the normal flow of the economic circulatory system.” He said he is confident the government’s finances are at an inflection point, and that if this is not dealt with now the debts “will build up to levels where they can’t be managed without great trauma.” Wars and elections can move the date. They do not retire it.
The buyers he is watching are already lighter.
Japan is still the largest foreign holder. Treasury data put Japanese holdings at $1.104 trillion in July, down from $1.210 trillion in April. About $106 billion in three months, some of it tied to yen defense. Mainland China’s reported holdings are about $618 billion, a long slide from roughly $1.3 trillion in 2013. Some Chinese paper sits with custodians elsewhere. The reported number is still the one going down.
The 10-year yield is about 5.3 percent, up from about 4.2 percent a year ago, a neighborhood last seen around 2001. An August auction of 30-year bonds cleared at 5.216 percent, the highest since 2001. Every old note that matures gets refinanced at today’s price, not the coupon it was born with.

His fix is what he calls the 3 percent solution. Get the deficit from about 6 percent of GDP to 3 percent. Spending cuts, more tax revenue, and lower interest rates, and he wants them at the same time. He has warned against the Fed shoving rates down “unnaturally” and calling it a repair. A $4 billion debt buyback, the kind of operation Scott Bessent has leaned on to lean against the 10-year, does not change the intake. Treasury’s public line is that the country can grow its way out of $40 trillion. Dalio’s line is that the growth has to show up in the deficit, not in a press release.
Business Insider, off the same Bloomberg hit, said he also flagged the AI buildout’s growing taste for debt. A capex boom financed with borrowed money is another buyer of the same scarce credit.
He has told people for years to keep a real gold position, on the order of 10 to 15 percent of a portfolio, and to treat bitcoin as a small side bet rather than the hedge. That is allocation talk. The clock is the news.
Washington is not on the 3 percent plan. Mandatory spending is about 60 percent of a roughly $7 trillion budget and is built to rise with the cost of living. Trump has talked about $5,000 checks for adults if Republicans hold Congress in November. That is a campaign promise sitting on top of a $2 trillion hole. The other party is not campaigning on a cut either.
Dalio built Bridgewater and wrote How Countries Go Broke. He is not a back-bencher discovering the debt clock. He is the man who gets paid to watch how countries roll paper until the buyers name a new price. The price is already 5.3 percent on the 10-year. The calendar he wrote down runs out before the next presidential election.
