Ceuta is a small Spanish city on the North African coast that sits right next to Morocco. It is part of the European Union. In the last couple of days, huge numbers of mostly young men swam around barriers or pushed through the border. Estimates from security sources and local officials put the number between roughly 49,000 and 60,000 people—enough to nearly match or overwhelm the city’s normal population. Other Italian leaders backed the tough stance. Deputy Prime Minister Matteo Salvini and Foreign Minister Antonio Tajani pushed for action against the uncontrolled flow. They linked the surge to weak Spanish policies, including a mass regularization process that critics say acts like a magnet for more illegal crossings.
