These are the LA City Council members, by the way” I verified this and it passed UNANIMOUSLY with Democrats, all 14 Democrat City Council members passed it They voted to restrict “pretextual” stops, meaning cases where an officer uses a minor vehicle-code violation as the legal reason to stop someone in order to look for something like guns, drugs, warrants, etc But of course now this can be used to just not pull people over because of their skin color, meanwhile I’m sure white people will be pulled over more than ever The categories named in coverage – Expired registration and tags – Non-working lights and taillights – Cracked windshield – Broken or missing mirrors – Illegal tint – Loud exhaust – Missing or improperly displayed plates – Other similar low-level equipment or paperwork issues This is racist and again, every single Democrat council member voted for it in a city already getting destroyed by crime
Whatfinger’s take – we looked into it all. Some facts need to be cleared up…
The X clip above oversold the vote as an instant LAPD ban. The record is a 14–0 City Council directive, written in racial-justice language, to shrink a stop tactic cops still use to find guns and warrants. The crime picture in 2025 is not a citywide explosion. The 2020–21 spike was. The department is thousands of officers short either way.
THEY VOTED TO TIE THE COPS ON THE TAGS
Wall Street Apes put that clip on X that said Los Angeles Democrats just barred LAPD from pulling anyone over for expired tags, dead taillights, cracked windshields, broken mirrors, illegal tint, loud exhaust, or missing plates because those stops “disproportionately affect Black and brown motorists.” Full text is above.
The racial-justice line is real. The “no longer allowed” line is fat. On May 6, 2026, the City Council voted 14–0 to tell the civilian Police Commission to tighten the rules on pretextual stops — the cases where an officer uses a minor vehicle-code hit as the legal door to look for guns, drugs, or warrants. Council does not write LAPD policy. The Commission does. As of late summer reporting, officers could still stop for an imminent safety risk or articulable suspicion of a serious crime.
There are no Republicans on that dais. Fourteen Democrats and one Independent. The yes votes did not have to beat anyone.
Council President Marqueece Harris-Dawson has been pushing this since 2020. He called armed responses to minor violations “barbaric.” The list of equipment issues in the coverage matches the clip: expired registration, lights, windshield, mirrors, tint, exhaust, plates. San Francisco already runs a similar limit. Los Angeles wants that model.
LAPD already put a limiter on the books in March 2022 — Special Order 3. Officers were told not to run a pretext stop unless they had articulable information about a serious crime and to say the real reason on body camera. City Hall decided that was not enough.
THE NUMBERS THEY USED
The disparity file is not invented. From April 2022 through September 2025, city analysts counted 61,279 pretextual traffic stops and 72,047 people in those stops. People perceived as Black or Latino made up about 86 percent of them. Black residents are about 8 percent of the city and 27 to 32 percent of these minor/pretextual stops. Latinos are about 47 percent of the city and 56 to 58 percent of those stops. White residents are about 28 percent of the city and, in the Catalyst 2025 cut of minor traffic stops, about 8 percent.
Four council districts — 8, 9, 14, and 15 — accounted for nearly half of the pretextual stops citywide. About 30 percent of the pretext stops produced evidence of another offense. Advocates call that a waste. Chiefs call the other 30 percent the guns and the warrants.
Statewide RIPA data from 2024, covering 5.1 million stops, shows the same shape. Black Californians were stopped about 128 percent more often than their share of the population. Consent-only searches found contraband more often on White drivers (about 24 percent) than on Black drivers (about 17 percent). That is the hit-rate argument the council majority does not want on a flyer.
Equal enforcement of a broken taillight is now treated as the civil-rights problem. The policy answer is to stop enforcing the code the same way for every car.
THE CRIME FILE THEY SKIP
The clip talks like Los Angeles is still on fire. The 2025 official count is not 2021.
LAPD logged 230 homicides in 2025, down 19 percent from 284 in 2024. That is the lowest raw total since 1966 and a rate of 5.9 per 100,000 — lowest since 1959, the department said. Shooting victims fell from 981 to 899. Officers seized 8,650 firearms. Robbery was down hard from the 8,637 reports in 2024. Statewide, California DOJ said every major crime category fell in 2025 and the homicide rate hit 3.5 per 100,000.
The spike the clip is remembering did happen. Los Angeles hit 402 murders in 2021, the worst in 15 years, after 2020. Anyone who lived that year knows the difference between a press release and a weekend. LA’s 2024 violent-crime rate was still about twice the national rate. Homeless-related homicides rose 20 percent in 2025. Traffic deaths (290) still beat homicides. People kept leaving the county.
So the honest line is narrower than “crime is skyrocketing this week.” The honest line is that City Hall used a racial-share spreadsheet to clip a tool the chief says takes guns off the street, in a city that already ran hotter than the country and already lived through a post-2020 surge.
Proposition 47 in 2014 knocked a pile of theft and drug cases down to misdemeanors. Property-crime clearance fell. Voters later passed Proposition 36 to claw some of that back. The 2020–22 violence wave and the long property-crime mess are the backdrop the council never puts next to the taillight slide.
SHORT STAFF, NEW RULES
Chief Jim McDonnell has been saying out loud that LAPD needs about 12,500 officers. The force sat near 8,550 in mid-2026, down about 200 from February. Mayor Karen Bass dropped her 9,500 rebuild target. The 2026–27 budget funds 510 hires, enough to tread water against 500 to 600 annual losses. June’s academy class: 26 graduates. World Cup, Super Bowl, and the 2028 Olympics are on the calendar.
That is the department the council just told to stop using expired tags as a door into a car they think is dirty.
McDonnell and other chiefs have defended pretext stops as a gun, gang, and warrant tool. The council majority answered with the racial pie chart and a speech about trust. Both things can be on the table. Only one of them got a unanimous vote.
WHAT THE POLICY ACTUALLY DOES
It does not legalize a cracked windshield. It tells officers those equipment and paperwork hits should not be the sole reason for a stop unless the violation is an imminent safety problem. Missing plates and expired tags stay on the Vehicle Code. The fight is whether a cop can use them as the legal hook when the real interest is the gun in the door.
That is a race-conscious enforcement rule. The city said the quiet part in the staff reports: Black and Latino drivers take more of these stops than their population share, so the stops themselves have to shrink. White drivers are already under-represented in the minor-stop file. The new rule is built to move the totals, not to ask why some neighborhoods produce more expired tags, more wanted suspects, and more recovered guns.
California already collects the stop data under RIPA. The same reports that document higher stop and search rates for Black and Latino drivers also document lower hit rates on a lot of those searches. City Hall took the first half of that sentence and made policy. It left the second half in the appendix.
If the Commission copies San Francisco, fewer cars get touched for dead lights. Some of those cars were going to be nothing. Some of them were going to be a gun. The council voted as if only the first group exists.
Sgt. Pat: You want fewer pretext stops, hire the 4,000 cops and send them at the shooters. You do not fix a homicide map by pretending a taillight is a civil-rights case. We all know what’s up: The Democrats are actively destroying Los Angeles and all Blue cities. They cannot be removed by voting, as they have set up political dictatorships complete with no voter ID, millions of fake ballots, and total Marxist control. This gives them complete freedom to continue to enact their insanity, which will force millions more to leave Blue States for the Free States. The Blue State decline is here and intensifying. With voter fraud firmly in place, the Blue states will decline as the Free States rise. One day, perhaps another Civil War is in the making, which will be fast as the Democrat Slave States are ill-equipment for any battle with the Free states even now. Now just imagine how bad it is for them in ten years.
