A Chinese Coast Guard vessel was spotted chasing and blasting a water cannon at a Philippine vessel conducting a medical evacuation in the disputed South China Sea.
A Chinese cutter switched on a water cannon Thursday while a Philippine boat was trying to pick up a sick sailor. Manila finished the rescue anyway. Beijing called that help.
China Turns a Water Cannon on a Medical Rescue in the South China Sea
On October 8, a Philippine Navy sailor stuck on a rusting outpost needed a doctor. The China Coast Guard answered with a water cannon, a shadowing boat, and a nearly 10-hour delay.
The sailor was on the BRP Sierra Madre, a Philippine Navy ship grounded since 1999 on Ayungin Shoal, which China calls Ren’ai Jiao and maps also call Second Thomas Shoal. The reef sits about 105 nautical miles west of Palawan, inside the Philippines’ 200-mile exclusive economic zone. An exclusive economic zone is the band of sea where a coastal country has the legal right to fish and drill. A 2016 ruling in The Hague said Ayungin is on the Philippine side of that line. China rejected the ruling and still draws a nine-dash line around almost the whole South China Sea.

The Philippine Coast Guard sent the patrol ship BRP Cabra from Lawak Island. Around 7:30 a.m., Cabra was about nine miles north of the shoal when China Coast Guard cutter 5306 turned its water cannon on and closed in, from roughly 1.3 miles out to about 400 yards. The blast did not hit Cabra. The crew backed off anyway, and the ship sat about 13 miles north for hours. Coast Guard spokesman Rear Admiral Jay Tarriela said Chinese ships blocked a closer meeting point the Filipinos had asked for.
At 1:46 p.m. Cabra launched a small boat with a medical team. A Chinese boat shadowed it the whole way, about 9.2 miles. The Sierra Madre sent two rubber boats, one carrying the patient. The transfer happened around 3:15 p.m. On the ride back, cutter 21585 stayed about 500 yards off and 5306 about 600 yards off the port quarter. The patient reached Cabra just before 5 p.m., got IV fluids, and was stable on the way to port. Also in the area: Coast Guard cutters 5009 and 21585, militia boat Qiongsanshayu 00119, and People’s Liberation Army Navy warship 628.
Philippine Coast Guard commandant Admiral Ronnie Gil Gavan put the rule in one sentence: “When a life is at stake, there should be no water cannon, no obstruction, and no delay.” China does not care.

China’s version is that it allowed a small-boat transfer “out of humanitarian considerations,” handled the scene by its own law, and that the Sierra Madre is illegally parked on Chinese territory. Coast Guard spokesman Jiang Lue told the state outlet Global Times the Chinese side even provided assistance. Manila had already told the Chinese ships this was a medical run. The cannon still came on.
Philippine papers put the video and the timeline up the same day. The Manila Times, GMA News, and the Daily Tribune all posted the water-cannon delay on October 9. A Chinese-linked South China Sea account answered in its own way, circulating a conference clip in which a speaker said Beijing is showing restraint because it uses water cannons instead of the bigger weapons it owns.

That is the pattern, not a one-day mix-up.
On December 12, 2025, China Coast Guard cutters 21559 and 21562 hit a group of about 20 Filipino fishing boats off Sabina Shoal, which Filipinos call Escoda Shoal, about 75 miles west of Palawan and inside the same exclusive economic zone. Three fishermen came away with bruises and open wounds. Two boats took serious damage. A Chinese boat cut anchor lines and set crews adrift. Tarriela called it an admitted wrong done to ordinary fishermen. The coast guard boats sent to help were blocked on the way in.
In July 2026 the same play ran at Scarborough Shoal for two days in a row. A Chinese ship closed to about 23 feet of a Philippine fisheries boat. Earlier that week at Second Thomas Shoal, Manila said a Filipino sailor was struck with a baton by China Coast Guard personnel. The South China Morning Post reported that Philippine forces counted 101 Chinese vessels around contested features in September, close to double the August total.
Water cannons sound softer than guns. On a wooden fishing boat they break gear, knock men down, and can sink a hull. On a medical run they burn hours a sick sailor does not have. Beijing’s map claims the water. The crews in the boats pay for the claim.
