The claim
For more than two decades the U.S. military and intelligence community paid researchers to see whether a person in a room at SRI or Fort Meade could describe a target at a distance. The names on the file are Hal Puthoff, Russell Targ, Ingo Swann, and Joe McMoneagle. The popular name is Stargate.
Floor of fact. The program existed. It was funded. It produced drawings, evaluations, and a 1995 American Institutes for Research review that helped shut the operational side down. Puthoff has sat with Joe and walked the early experiments. Dean Radin has sat with Joe from the IONS / psi-lab side. Skeptics argue statistical leftovers and loose protocols. Believers argue operational tasking that never should have been possible.
