The claim
In mid-century Britain, blue tits (chickadees to Americans) learned to peel the foil off milk bottles and drink the cream. The behavior spread across the country. Sheldrake uses the speed of spread as a short morphic-resonance example next to the rats.
Floor of fact. The bottle-opening is a real, well-known behavior story in British ornithology (Fisher and Hinde, late 1940s, and later follow-ups). Birds do learn from birds. The extra story is that the habit jumped faster than social learning plus flight range should allow. Conventional read: tits watch tits, milkmen leave bottles, the trick rides the network.
