A Ukrainian drone strike triggered a large fire at Russia’s Tuapse oil refinery on the Black Sea, forcing evacuations of nearby buildings, local officials said. The Rosneft-owned facility, a key export hub, had already been shut down since April 16 following an earlier drone attack.
