A 20-day-old baby was rescued from floodwaters in Vietnam’s Cao Bang province as Typhoon Matmo brought torrential rain to the region. Video from the Ministry of Public Security shows police escorting a man carrying the infant through deep water to safety. Authorities said the baby had a fever and was unable to reach a hospital due to the flooding.
