The Plan Already in Motion
Trump’s Executive Order 14399, “Ensuring Citizenship Verification and Integrity in Federal Elections,” signed March 31, 2026, is the operational blueprint. It directs the Department of Homeland Security, working with the Social Security Administration and the SAVE (Systematic Alien Verification for Entitlements) system, to compile and transmit to every state a “State Citizenship List” of confirmed U.S. citizens age 18 and older who reside in that state. These lists must be updated and sent at least 60 days before federal elections.
The order also prioritizes DOJ investigations and prosecutions of election officials who issue ballots to ineligible people. Critically, it instructs the U.S. Postal Service to begin rulemaking requiring unique Intelligent Mail barcodes on ballot envelopes and limiting transmission of ballots to individuals on the verified lists. States that refuse to cooperate risk non-delivery of those ballots. The Supreme Court’s action clears the way for the administration to move forward on these measures even as litigation continues.
It is common-sense enforcement of existing federal law that already makes non-citizen voting a crime. Trump is simply using the tools the executive branch already possesses—citizenship databases, postal authority, and prosecutorial priorities—to stop the leaks Democrats have deliberately left open for years.

The SAVE America Act: The Missing Legislative Hammer
While the executive actions are already biting, the full solution is the Safeguard American Voter Eligibility Act—better known as the SAVE America Act. The House passed a strong version earlier this year. It would require documentary proof of U.S. citizenship (passport, birth certificate plus photo ID, naturalization papers, etc.) to register for federal elections, mandate valid photo ID to vote, force states to cross-check voter rolls against the federal SAVE database, and impose real penalties on officials who register non-citizens.
Trump has repeatedly called passage of the SAVE Act a national emergency. He has refused to sign other legislation—including a bipartisan housing bill—until the Senate acts. A handful of Senate Republicans have joined Democrats in blocking it, claiming they lack the votes or inventing process excuses. That obstruction is why the midterms remain vulnerable.

Will Trump Declare a National Emergency if the SAVE Act Stalls?
Yes—he has left the door wide open, and he should walk through it if necessary.
In mid-August, when pressed by Wayne Allyn Root on Real America’s Voice about declaring a national security emergency on elections if the Senate continues to fail, Trump replied: “Let me just say that stranger things have happened, OK? I’ll leave it at that.”
He has already labeled the need for the SAVE Act a national emergency in public statements. Allies across the movement have been urging exactly this step for months, arguing that foreign interference risks, compromised voter rolls, and the refusal of blue-state officials to clean their lists create the predicate under the National Emergencies Act. With the midterms now roughly 70 days away, the window is closing. If Senate RINOs and Democrats continue to protect the status quo of unverified registrations and unrestricted mail ballots, a national emergency declaration to implement the core citizenship and ID requirements becomes the only remaining tool that can deliver results before November.

Democrats and their media allies will scream “threat to democracy.” They always do when the rules start favoring actual citizens over chaos. The reality is simpler: no one has a constitutional right to an unsecured election. Americans have a right to know that only citizens are deciding who runs the country. Trump is acting on that principle with executive power, court victories, and relentless pressure on Congress.
The Supreme Court just removed one more roadblock. The administration is advancing the citizenship lists and postal safeguards. The SAVE Act remains the gold standard. And if the Senate refuses to do its job, the President has already signaled he is prepared to take the next step.
America First means citizen voters first. Trump is making that real. The only question left is whether the rest of Washington will catch up—or get run over. The Democrat plan is still to destroy our Constitution, and if they are allowed to steal both houses in November via voter fraud, revolution comes to America in one shape or form.
