Donalds, who serves on the House Oversight Committee, expressed his belief that President Biden used his former position as vice president to financially benefit his family through questionable practices. In a recent interview, he stated, “I’ve been convinced of this for a long time. As a member of the Oversight Committee, I’ve had a close look at the evidence. It’s clear that he exploited his office for personal gain, which constitutes public corruption.”
Drawing a comparison to the phone call that led to the first impeachment of former President Trump, Donalds added, “If a phone call can be considered an impeachable offense, then public corruption certainly qualifies. The House should proceed with a vote.”
The House Republicans’ 292-page report, released on Monday, was a collaborative effort by the House Oversight, Judiciary, and Ways and Means Committees. It argues that President Biden’s conduct is impeachable, based on an investigation into whether he used his vice-presidential position to facilitate foreign business deals that enriched himself and his family.
While many House Republicans have accused Biden of acting improperly, it remains uncertain whether House leaders will push for an impeachment vote, especially given the narrow GOP majority. House Oversight Committee Chair James Comer previously suggested that criminal referrals might be the conclusion of the investigation, stating that while the House could vote to impeach, the most effective path might be through criminal referrals.

House Speaker Mike Johnson praised the thoroughness of the investigation in a statement on Monday but did not mention a vote on impeachment. Johnson, who has previously indicated he believes Biden is guilty of wrongdoing, has not committed to advancing an impeachment vote.
Donalds acknowledged the reluctance of some of his colleagues to pursue impeachment, particularly those concerned about their re-election prospects. However, he emphasized the responsibility of Congress to hold the executive branch accountable, stating, “People are losing faith in our institutions because it seems like those at the top never face consequences. That’s not right.”
The report from House Republicans claims there is substantial evidence that President Biden was involved in a scheme to use his office for personal financial gain. It alleges that the Biden family and their associates received millions of dollars from foreign interests in exchange for access and influence. The report also claims that the Biden family secured over $8 million in loans from Democratic benefactors, which remain unpaid, with supporting documentation either missing or unproduced.
