Isaias has strengthened into a Category 3 hurricane with sustained winds of 120 mph, according to a special update from the National Hurricane Center. Homeland Security Secretary Markwayne Mullin says the man ICE officers shot in the Bronx on Thursday knew he was a wanted man. Mullin says officers gave lawful commands as they approached Oscar Begal, a 28-year old Dominican man. Agents shot him.
