Thousands were stranded across the central Philippines on Tuesday, November 4, as Typhoon Kalmaegi, known locally as Tino, unleashed torrential rain and powerful winds, raising the death toll to at least 26, officials said. Footage released by the Philippine Coast Guard shows rescuers ferrying residents to safety through waist-deep floodwaters in Cebu, Mandaue City, and Talisay City.
