Activists dressed in over-the-top Halloween costumes rallied outside Chicago’s ICE detention facility Wednesday, demanding the US end what they called “cruel” immigration enforcement. Demonstrators chanted, blocked entrances, and waved signs in a surreal scene as federal officers looked on.
