The horrific video of the 23-year-old being butchered points to a system that failed. The man charged with killing her was free on cashless bail, after a magistrate released him with just a “written promise” to show up for court. This was despite the fact that Decarlos Brown Jr., 34, had a nearly two-decade history of violence and mental illness.
