Schools Minister, Catherine McKinnell said the big thing to tackle is ensuring that children are ‘school ready’ when they start school.
She is asked about whether education, health and care plans (EHCPs) – part of the SEND system – could be reformed.
McKinnell does not rule this out, instead saying the government is "focused on reforming the whole system".
